In order to accelerate the use of the vast potential for renewable energy in Africa and meet future energy needs, African and European leaders launched the Africa-EU Renewable Energy Cooperation Programme (RECP) at the First High-Level Meeting of the AEEP in Vienna in September 2010.

The two continents share a commitment to a significant expansion of renewable energy in the energy mix in order to reduce dependency on fossil fuels, improve energy security, and form the backbone of a future low-carbon energy system. The EU stands out as a world leader in renewable energy technologies, with a strong scientific and industrial base, providing attractive opportunities for business cooperation with African counterparts.

For Africa, renewable energy is seen as playing a major role in meeting the continent’s rapidly growing need for energy services to expand access, promote social progress, and to power economic growth. Africa and Europe will take joint action under the RECP to help make Africa a prime destination for renewable energy investments. The RECP will complement existing Africa-EU cooperation.  It will mobilise the technology expertise and innovation capacity of Europe in order to build knowledge and capacity in Africa, in order to support the growth of a new industrial sector in Africa over the coming years.
